M-pesa, sms & air-time transfers just fill the gap that other players - maybe the local government - haven't managed to provide in the past. E.g.:
a)m-pesa: low-cost banking in an environment where opening a bank account takes ages, minimum deposit required, charges, etc.
b)sms: cheaper than telephone, much more accessible (given the nature of what SMS actually is - similar to the data channel on ISDN)
c)air-time: handled as a currency that will also never depreciate in its value. See recent crisis in Kenya. Also: easy way to receive airtime from abroad (=> mamamikes.com).

So these services, as innovative and yet simple (long tail) as they are, just became succesful because there was a need within the right environment. All these services generate revenue for at least one player in the market (provider) - and still ppl use them. This to me is the most fascinating point about mobile networks and what else we can build on that platform/channel in future. Customers actually willing to pay for a service in an environment that provides no alternatives.

Coming back to the initial question: we may or may not find the optimal application for the m-dev sector, but these examples above illustrate that even a capitalistic approach will be accepted by the market. Hence the idea to start this as a business in the first place.
