		<description>I read Massetti&#039;s paper too, still on my to blog pile by the way. I think this quote is simply too strong and too generalized. I don&#039;t think that will help. You can say a lot about relationships, but not simply that it is one-way, not for all organisations in development. Look at all the participatory processes in the villages, contacts between local NGOs and Northern NGOs etc. All efforts to work with the concept of local ownership. It&#039;s too easy to put that away as one way processes. However, there is a power imbalance with resource-rich having more influence in determining what will happen.</description>
