		<description>I think it is all too easy to look on ICT solutions, particularly mobile phones, as panaceas for all problems in Africa. But we have to ask if we should proceed despite the fact that access is expensive and limited. It seems to me that while there may be an upward curve, once that curve is topped, and technology becomes more widespread and affordable, the benefits will outweigh the negatives.</description>
